What to do something real to incentivise landlords and make things better then all tenants should register with the govt then if they are bad tenants the gov't picks up the bill and chases the tenants for the costs or alternatively via the gov't the costs are recouped from the bad tenants over time with the debt staying with them forever until repaid.
