Not necessarily to oversee construction because US resident construction managers can do the job of advising on project progress and among other things, handling the inevitable change requests. If you were to appoint an individual skilled in managing construction projects you have probably not selected the right individual to make a chemical conversion plant run efficiently. I therefore expect dedicated USA based staff to start as commissioning approaches.
There are at least two obvious structures. The first is a USA operations manager who reports to JB. The second is a Managing Director - USA position that would report straight through to the E25 Board. Either way, the planned Louisiana operation will need a USA based appointment to run it and that's their full-time job. There's been mention of 200+ technical/professional roles within the structure so it will need a significant and capable management team.
