It is now clear to me that I should have interpreted this as "It is untrue that Primary Markets is not allowing anyone to buy".

Many people use the term rubbish as an adjective for unfair or low quality. Hence my interpretation.

Telling me I need help because of your ambiguous prose is a bit rich. A simple "oh, you must have misunderstood me - I meant..." would have been the polite thing to do.
