How does one's team "work really hard" and then still miss a self imposed deadline for ethics submission but then in July know that you can't meet your deadline for the end of September? Either that's a failure of the CEO and CMO to accurately understand what's required for ethics submission (which is concerning given you're a biotech and have done this several times already), or the people you've hired aren't actually that competent. My guess is it's somewhere in the middle.
The market responds to consistency and predictability, having continually revised targets that are missed and delayed isn't a good look for RAC, and it isn't what shareholders want at all.
