Israel had no way of knowing who would be holding the pager when it exploded. It could have been someone's child, a reservist, or someone driving a bus full of passengers. Under international law, it is a war crime to target reservists.
If anyone else had done that, the Western media would be calling it a terrorist act but, since Israel did it, it is being celebrated as a James Bond brilliant move.
