One issue is competitive pricking of the build. In the gulf state countries, my understanding is they have adequate supply of cheap labor from the Indian subcontinent countries. Also they seem prepared to work and provide a constant supply of labour for building. There may be no price advantage, maybe in those countries, there maybe even a price disadvantage for FRB.
We need to be patient to see how things play out in the US. And in any event, if the JV proceeds, it will take time to build the new machines and to train the operating crew.
