One smuggler being fed in jail till his fine is paid is better than the added problems of his his next boatload of 100 or so smuggled being crammed on an overcrowded island

It's simple maths

Problem reduced eventually by 97% if the number of smugglers to the number of illegals is about 3 smugglers to a boatload of about 100 illegals

A greatly reduced number of lives potentialy lost at sea

With the cost to us of a few smugglers detained in jail which no one can say we cannot easily sustain
