Makuuta is not a Mine, A Mine by definition contains ORE, and ORE has to be economically extractable. The price of NdPr would have to double before any of Makuuta's mineral reserve can be classified as ORE.
VMM might have a mine ~ one day, but Ionic are only a very minor shareholder, who incidentally have given away half of the potential downstream profits just to get access to their off take.
