If you are the chief investigator for a trial it's ok to "hope" that a treatment works but its not ok to "believe" that it works. That conflict is the very reason that blinded randomised trials are an essential tool. It's even worse when the chief investigator for a failed blinded trial then declares that the treatment worked and that it's unethical to conduct a further blinded randomised trial to prove that it does...
