It isn't a percentage. It is a "gap up" where the price jumped up around the $1.25 price range. Whenever chartists see a price jump up without a lot of trading around a particular price range, they expect price to fall back to that range and do some "gap fill" trading.
For the life of me, I don't understand when/why gap fills should happen.
Maybe someone with more patience than me can explain that.
