No doubt their extraordinary incompetance played a role but if you actually believe that this was just due to their incompetance and not part of a broader strategy set up over a number of years, then I have a bridge in Brooklyn that you might be interested to buy...
Or even a better deal... some "Fight Global Warming" mitigation plans, including a broad array of new wealth stripping taxes, massive life-style changes and some bonanza water/energy rationing plans...
