(I expect, if surcharges are banned, that the terminal providers will simply ratchet up the cost of the monthly rentals to recover the bulk of the surcharges that are lost, and the merchants will simply adjust their price lists accordingly, meaning that the merchant's customers will only see a fraction of the savings that the bureaucrats envisage.)
