Re "Namcor is only involved as it represents a change in the permit arrangement - which they have to approve - and they maybe dont know how to deal with it", I think they know how to deal with it alright, probably something like wanting a higher %, but the others are not agreeable to it. Someone needs to get out the grease gun! PCL is in no position to do it, probably then rests with WDS. Remember those lawyers?
