ccc v's sdl share price comparison

I simply dont understand how SDL with many more shares on issue than CCC can have their broker report from Bell Potter's value them at 72 cents to CCC's 12-15 cents reports.

Especially since CCC is already in production and increasing rapidly. I realise SDL is iron ore and CCC coal but still, CCC is way under valued IMO.
