I would think not at this time. If those payment flows had started, then it would have said so in the announcement. Rather, the announcement says that 'Spenda will provide additional payments capability...'. The choice of language is important as it clearly means they don't provide that capability yet, but will do in the future. If they were already doing that, then the announcement would have said 'Spenda is also providing ...'
