All such things are possible. Fixing it probably relies on understanding the root cause. Is it higher strip ratios or poor labour practice. If it's poor labour practice, what's different? Is it the ratio of FIFO vs DIDO vs local? In my limited experience, I'd hazard a guess at the FIFO culture of not caring once off site. Bring back the 8 hour day and make everyone live local. Strong communities make a strong workforce. Based this on words of old timers from the Utah days.
