This is only confusing if you think the HALEU and the LEU RFP are linked. They are not. HALEU RFP was released early in the year and was due in March. GLE did not submit and SLX announced they did not on the due date as there was some expectation that they would take part.
The LEU RFP was released in June, with a total of $3.4bn available - with $2.7bn coming specifically from the Prohibiting Russian Uranium Imports Act. Submissions due in September. July 1st Silex Investor presentation mentions GLE's intention to participate in the LEU RFP. GLE announced it intended to take part in the RFP on July 28th (see the GLE website for that announcement). Silex Investor presentation on 29th August Silex again states GLE's intention to submit and that submissions are due on September 9th. Then the presentation to Shaw and Partners in late September when Silex confirms GLE submitted.
