It's an invasive procedure, and in healthcare, treatment is prescribed from the least invasive to the most invasive. e.g. Patient education/lifestyle changes come first, failing that (or if n/a), therapies, then medications (softest to strongest) etc.. until you end up in the OR.
Requiring a "Father's license" after completing a course on the topic successfully is more sound than mass vasectomies.
