Acadia didn't need to sell the PRV to fund the milestone payment, they have $565.3m cash at the end of Q3, excluding the PRV.
I think they took advantage of the current high value achievable in the marketplace, based on the last PRV to sell.
While the US House of Representatives has passed legislation to reauthorize the Pediatric Disease Priority Review Voucher (PRV) program, it's yet to be signed-off by the Senate. It's not a given yet, which may be why Acadia were able to get US$150 for their PRV.
