If it was 'without the associated expense' there would not have been so many raisings in recent years imo.
It has been a very consistent theme with little achievement so far.
Agree with Gods Broker- the reason this has bounced so strongly out of the recent raising is the players involved.
If there was a management change too, I expect the market would react with even more positivity.
