Im going to go against most others here and say this seems to be a negative announcement.
The webinar months ago was used to appease shareholders as PCL were aware this Licence was going to be a problem. They kept this undisclosed. The share price has retraced 50%. No information forthcoming and a blowout in times frames in relation to their peers.
This line "assist in maintaining an orderly market" bothers me, I am assuming listed companies only care about maintaining order in a sell off.
Having said this, hope I am completely wrong, PCL tick this box, and move forward.
