I think the fundamental requirement is for expansion, which must precede larger contracts. I'm not sure how close to capacity the facilities are but from reading the articles linked in the last few days, the US Department of Defence is screaming "scale up NOW, or miss the boat"
Now AL3 has developed a good commercial relationship with USDOD, so would have known this was coming. They are ahead of the curve.
