I don't think that's quite right HD.
Some of ML's shares are borrowed but a significant chunk are held as the "beneficial owner". If ML lends those shares to shorters, it remains the "beneficial owner" so no change in substantial holding. Its those that borrow the stock from ML who do the shorting, so more than .051% of ML's holding could be being used for shorting. That said, those doing the shorting would be required to report this to the ASX.
121 page announcement with literally thousands of Buys, Sells, Borrows and Returns - just between May and September this year.
So good to know that these finance gurus take the time to understand a company and make a substantial investment or divest a substantial investment instead of trying to get rich by:
(a) nickel and diming; and
(b) manipulating retail investors ...
