Find this difficult to believe. Most banks will put a higher interest rate and then use that excess to put in place their own hedges. You are right that the banks will ask for hedging to be put in place until payback. They also want the resource/reserve to be Measured/Proven. But they are there to make money and have their own internal approach to valuing risk to work out the interest rate. RED should have been able to reduce the hedges put in place by paying a higher interest rate but not eliminate them entirely.
