    Here is a link to the news on Xinhua, who are generally considered to be the mouth piece of the CCP. So its not an outright ban on graphite exports, but certainly they have added further restrictions.

    I had heard somewhere that the last round of restrictions had added about a month to the process to buy and export graphite from China, so you can safely bet that "stricter examinations" won't make it faster!
