My opinion is different again. I'm not buying into poor performance. I personally believe the delays are circumstantial. It's well documented that is takes years, if not decades to bring REE projects to production. I want the BOD to deliver this project but I also want them to use their skills, expertise and insight to determine the right time and partners. "We're close than ever" but there are stars that must align to deliver an outcome. IMHO as usual.
