Shareholders should not be complaining about the low take up rate. If anything it limited your dilution.
If they really needed that money they would have raised it during the placement.
But in saying this the company do have the right to place the shortfall and they will get it as they will place it when the share price climbs back above 2 cents and the SI's will sell it to take a small profit.
