    its got to be competitors with deeper pockets in the area?? Perhaps until they know for sure no contracts have formally been signed, once and if they strike, then the contracts are bound??

    Also money talks and TEX has little to compete off a better deal.

    The opening bid looks nice though, wonder if it will stay.
