Gary, I expect that the cash from the cap raising for Cougar may have come from the Chinese, thus giving Cougar an insurance policy against a negative decision from DERM and allowing them to pursue UCG in China.
It may in fact turn out that CNX get the go ahead and Cougar still have to jump more hurdles.
Only speculation, but I will be gutted if DERM don't give the go ahead to both.
