Not convinced on this personally. As soon as the implication of going longer than just "Pl5 -> sell product" was made I think the market would have reacted less favorably, particularly with a possible 15 month timeframe (regardless of the reality that this could be sold during that design process). Anyone would have then known a cash raise was coming anyway as they wouldn't have the money to see things out, which would have suppressed any price action. I think they cornered themselves a bit here but don't think they necessarily chose the "wrong" way to do this with the information at hand at the time, easy to say it in hindsight though. What would have helped all of this is clear communication that didn't make shareholders guess at strategy and intention and answering why it's needed and can deliver value.
Just my opinion of course, I'm likely as wrong as everyone else.
