karim working flat out reason for delay imo

Just read an article on africaintelligence.com speaking about the diplomatic relationship between Senegal and France posted today.
Anyway it mentioned Karim Wade and as a lot of us are aware he is minister for a number of portfolios including energy. Apparently he's got a nickname from his colleagues as "the man of the land, sea and air" because he has so much on his plate. It also mentions he is working flat out at the moment. I guessed as much but good to see it in writing.

I was getting worried when posters were mentioning corruption and of my own research it did seem that was a possibility. However, with this and the strength of trading in the past 2 days I'm almost certain the decree is coming, just a matter of time. Got to cut Karim some slack even though it has been over a month since the licence expired, although by now it has to be imminent right?
