The 'pre open' you quote is really a 'pre close'.

Similar to the first 10 minutes at the start of the day. An 'auction' occurs for those who want to get set at the open of the day - OR - the close of the day.

Buy and sell bids can be entered to either ensure a stock is either sold or bought - at the open OR at the close.

It has nothing to do with announcements (although sometimes these do clash).
