Most/all of those are controlled by China.
So, really, just depends on how much Orange Man pushes the Chinese, and what they respond with and how hard - that's about all the control that America has over REEs (how hard they push the Chinese/if hard enough for Chinese to ban REEs).
In (un)related news, Nickel news out of Indonesia could be another bonus for DRE (Ni-Cu-PGE Money Intrusion discovery), if it plays out/cuts come.
