I posted something like this a long time ago, just a thought, outside the square, as it frustrates and infuriates me too, to watch the antics of human beings. .... but maybe we Australians could, for research reasons, "nuke' all our cetaceans in our waters around australia and the Southern Ocean, ... to make them unattractive for human consumption. ie. make it known that Australian cetaceans have radioactive implants, or something like that, so whoever wants to hunt them, will have to think twice before killing them, and will know that the whales, etc., are being monitored.
