It's not what I would call a base but I assume you mean a bottom. It could be, it's not really how I would expect a bottom to look on a name like this, especially after such a fall but that doesn't mean it's not.
From a purely technical perspective it looks like it wants to go lower, broken just below the short term support and forming a little bear flag on declining volume. It may or may not mean something, have to wait for the move to begin to see which way it's going to go
