my understanding is that swine flu vaccine was developed and put into market without sufficient trials for safty and effectivness. It was put into the market urgently during the 2009 pandemic. Such a flu vaccine does not cost too much to develop and produce in bulk. The pandemic fear got many people to get vaccinated. So, the economic benefits for those vaccine providers were significant.
