La planta piloto de litio de Puna Mining en el Salar del Rincón permanece inactiva desde julio pasado. La caída del precio internacional del litio, que llevó a la empresa a operar a pérdida, fue el detonante de esta situación. "La realidad es que estamos en la misma situación en la que ingresamos en julio", señaló Durand Casali a diario El Tribuno. "A raíz de la caída del precio a nivel internacional, se decidió dejar de operar la planta piloto, dejar de producir porque se estaba trabajando casi a pérdida. Era una cuestión de costos simplemente", aseguró.
La planta piloto, al ser una instalación de menor escala y no la nave industrial optimizada que la empresa proyecta, presentaba costos de producción más elevados. "Lo que hicimos fue abocarnos enteramente al trabajo de ingeniería de detalle de la fase 3, la escala industrial de 12.000 toneladas, que es el permiso que la Secretaría de Minería nos aprobó", explicó.
Pese al contexto, hay optimista: "La coyuntura nacional no afectó, de hecho creo que nos está beneficiando porque estamos trabajando no solamente en la ingeniería de detalle, sino que fundamentalmente en la selección de las empresas que quieran invertir".
Durand Casali destacó que la "normalización" de la economía argentina genera un mayor interés en la inversión dentro del país. "Estamos notando un interés más movido", afirma.
Sin embargo, la inactividad de la planta desde julio ha tenido consecuencias. "Simplemente estamos sufriendo el bajón que hubo del precio del litio. Eso hizo sufrir a la empresa la suspensión de la operación de la planta piloto, por la cual se hizo esa reducción (de personal, se despidió a una centena) tan incómoda para todos", aclaró.
La búsqueda de inversores es clave para la reactivación del proyecto. "Simplemente estamos en esa misma dinámica, en la espera de concretar algunas de las inversiones que estamos estudiando y analizando para poder avanzar dentro del marco del RIGI para la construcción de la nave industrial de fase 3", señaló.
El apoderado de Puna Mining también se refirió a las demoras burocráticas que afectaron al proyecto. "Nosotros al estudio de impacto ambiental lo presentamos en 2021 para el análisis por parte de la Secretaría de Minería y lamentablemente recién salió aprobado en 2024", relató.
Esta demora, sumada a la reducción de la brecha cambiaria, frustró un acuerdo clave para la empresa. "Nosotros teníamos un preacuerdo con una empresa automotriz para avanzar en la construcción de la fase 3. Iban a ser lo que se llama un offtake o una compra anticipada de producto a cambio de financiamiento y no se pudo concretar justamente porque se demoró la obtención del impacto ambiental y también por la coyuntura de la brecha que había entre el dólar blue y el oficial", dijo.

Una gran expectativa
Con la vista puesta en el futuro, el apoderado de Puna Mining, Francisco Durand Casari, confía en que este año se reactive el proyecto. "Yo tengo la esperanza de que con esta normalización de la realidad política y económica nacional podamos avanzar con algún proyecto, con alguna empresa de las tantas que están interesadas en la inversión dentro del país y en el sector minero y podamos empezar con los trabajos de construcción de la fase comercial de 12.000 toneladas de producción. Esa es mi expectativa".
Destacó el compromiso de la empresa, ni bien logren reactivar el proyecto. "Lo primero que vamos a hacer es salir al mercado local, a la contratación de las empresas locales para la construcción, para el montaje, los caterings, todo el movimiento que genera la minería", concluye.
El Tribuno pudo saber que son varias las empresas que ralentizaron los proyectos. Hay muchas quejas por la demora en la entrega de permisos.

Puna Mining's lithium pilot plant in the Salar del Rincón has been inactive since last July. The pilot plant, being a smaller-scale facility and not the optimised industrial warehouse that the company projects, had higher production costs. "What we did was to deal with the detailed engineering work of phase 3, the industrial scale of 12,000 tons, which is the permit that the Ministry of Mining approved for us," he explained.

Despite the context, there is optimism: "The national situation did not affect, in fact I think it is benefiting us because we are working not only on detail engineering, but fundamentally on the selection of companies that want to invest."

Durand Casali stressed that the "normalisation" of the Argentine economy generates a greater interest in investment within the country. "We are noticing a more lively interest," he says.

However, the inactivity of the plant since July has had consequences. "We are simply suffering from the drop in the price of lithium. That made the company suffer the suspension of the operation of the pilot plant, for which that reduction (of staff, a hundred were fired) so uncomfortable for everyone," he clarified.

The search for investors is key to the reactivation of the project. "We are simply in that same dynamic, waiting to finalise some of the investments that we are studying and analysing to be able to move forward within the RIGI framework for the construction of the phase 3 industrial warehouse," he said.

The Puna Mining attorney also referred to the bureaucratic delays that affected the project. "We presented the environmental impact study in 2021 for analysis by the Ministry of Mining and unfortunately it was only approved in 2024," he said.

This delay, added to the reduction of the exchange rate gap, frustrated a key agreement for the company. "We had a pre-agreement with an automotive company to advance the construction of phase 3. They were going to be what is called an offtake or an early purchase of product in exchange for financing and it could not be finalised precisely because the obtaining of the environmental impact was delayed and also because of the situation of the gap between the blue dollar and the official one," he said.

A great expectation

With an eye on the future, the attorney of Puna Mining, Francisco Durand Casari, is confident that the project will be reactivated this year. "I hope that with this normalisation of the national political and economic reality we can move forward with a project, with some of the many companies that are interested in investing within the country and in the mining sector and we can start with the construction work of the commercial phase of 12,000 tons of production. That's my expectation."

He highlighted the company's commitment, as soon as they manage to reactivate the project. "The first thing we are going to do is go out to the local market, to hire local companies for construction, for assembly, catering, all the movement that generates mining," he concludes.

The Tribune was able to know that there are several companies that slowed down the projects. There are many complaints about the delay in the delivery of permits.
