The way I see the strict Victorian era of emphasis on grammar was so the upper classes could distinguish themselves from the 'uneducated' lower classes. (Conveniently ignoring the buggering of younger students at Eaton & the like). Australia's massive advantage over the British, and others who followed them like Indians, was the provision of opportunity. So that intelligence and endeavour could be adequately rewarded. At present one reason Inidia is catching up so fast is cut through the class system.
