Stagman ,I may be dreaming ,but I am sure I have read ages back that the DMR can award mineral rights to other parties than the land owners /occupiers ,if it is deemed more likely that the tenements will more likely be developed by other parties ,and his could be influenced by the financial position of the applicants or other criteria ?
Do you have knowledge of anything along these lines ?
