The infrastructure you describe for the different positive outcomes would require multi billion$ investments commensurate with the scale of the resource.
I am not a lawyer but would think that Woodside
would have a fiduciary duty to have a feasible strategy in place to carry out such investment either alone or with partner/s prior to farm in. Could this have some bearing on the perceived absence of Information from the parties?
Also the NPV you mention would require estimates of investment to serve as a basis for discussions with prospective partners. All this would involve a lot of work which I hope is currently being carried out.
