As far as I know, the OPGGS never talks about 'public interest'. Correct me if am wrong.
The main difference between national interest and public interest lies in their scope I would say. National interest is focused on the overall interests of the nation (security, economy, international relations), while public interest typically focuses on the welfare and rights of individuals or communities within the country, often emphasising more immediate or localised concerns. At the end of the day, we are talking about two different things.
