I agree, I wouldn't expect PBR to play hardball on this, however it is reasonable for the market to discount this find somewhat until it is signed and sealed.
Once approval is given KAR should get a moderate re-rating as a result,hopefully back above the $10 mark in the short term! The $15 on the annoucement of farm in on the other blocks!
