It does appear odd to the "reasonable person" and Laura Tingle's comment to Ed is testimony to that.
However, if your party formulated a policy endorsed by caucus in 2021 to refuse all PEP11 permits irrespectiveof merit, and if you follow the NOPTA advise you will lise your job and get disendorsed from your seat, it isn't quite as odd is it.
