Or the exporter could just sell it to another importer that will not ask them to digest any tariff.
Supply and demand.
e.g. 40% of crude oil processed in the USA is imported.
No matter how much they "drill, baby, drill", that figure is unlikely to change, unless they discover a new local source of heavy sour crude.
I think that would already have happened if it was there to be found.
