Vocal is not the way to go if you are trying to go through govt.
Quietly, quietly easy does it. No noise. Tick all the boxes and go about your business. no need to make a big fuss and cause political headaches for the people that have to give you approval. At the end of the day their approval comes from the voters.
To make it win-win you quietly get your approval and go about your business. The majority operates in ignorance and will not be aware of any of the activities in which you are undertaking. Fast forward 18 months: all systems go! it is here that you are noticed due to your success.
The protesters can protest all they like but the fact of the matter is that the GOVT has just been voted in for another four years and any noise now will not affect the next election in four years time.
