As mentioned Im still unsure as to the professionalism of the ph2a and the mri attached to that. But lets assume the ph2a mri was correct (even tho the pul proved to be unaligned w 2b). If the mri together with cd49d stuff showed drug efficacy, and was accepted by fda, my non scientific guess would say 'the drug worked'. But, how well is the question, as CAP and DUVY had their statistically meaningful puls to compete with... with a primary endpoint of pul inline w placebo we'd prob be in very rough waters, but perhaps not on this coral reef.
