Im a bit confused here - maybe 40% to have control of a company - but can be much less. Depends on who else controls the shares. However, who has a controlling interest as a shareholder is not very relevant here.
Here we are looking at control of a joint venture. Easy way for WDS or anyone who they farm out to is in any JV agreement they stipulate who makes the decisions and how. Who do they need to discuss with etc.
An easy example is NWE and min res. Min Res needed NWE agreement to do anything because of the agreement between them
