I'm glad I was able to offer new info. First things first. Something is always better than nothing at all. If I'm going to get something. I prefer it in this particular order...
1. On market Buyback.
2. Neutralised DRP
3. Cash Dividends
4. Off Market Buyback
5. Non-Neutralised DRP
How does that work with DRP discounts and if they aren't able to purchase sufficient shares on market at the nominated price?
See section 4A details. 4A.8 in particular. Reading the DRP rules for the company also helps... Very boring.
I checked and unfortunately EVN's DRP is non-neutralise. i.e. new issue
CBA's Neutralised DRP:

The effect of a neutralised DRP is similar to a buyback assuming the recipient is a LT holder. You are still entitled to the Franking Credits come tax time
