covered canals in plastic - pipelines you have a point but could be powered by solar panels - what WA needs is not a water pipeline but population growth restrictions and more desaltination plants - they could make the technology cost effective to a degree by building several plants instead of one. Such a plant could be subsidised and also offer companies with related technology somewhere to test their more efficent desaltination technology ?
