Minbos might argue that the CP wasn't actually agreed at the time the BAI was announced (see the weasel words in the slide deck below about 'details being finalised')

I do see a CP like this as a material development, so Minbos ought to have disclosed it if/when it was decided (but that doesn't mean they did)

It makes me nervous that Chuk is now suggesting this is the situation. He is in close contact with management, and they have given him advance warning of upcoming CRs and other things in the past.
